Federal advocacy

In addition to representing municipal interests on state legislation, CML is active at the federal level.

Federal advocacy: American Reinvestment and Recovery Act of 2009

Current advocacy efforts at the federal level are focused on the American Reinvestment and Recovery Act of 2009. CML continues to work with the Governor’s office on details of how federal stimulus fund programs will disburse formula funds or structure grant programs. All information will be presented on the Web site colorado.gov/recovery. We urge you to regularly check this site for information.

The National League of Cities also publishes their Federal Relations Update electronically. This regular publication is a great source for economic stimulus information, as well as all federal-municipal news.

The Governor’s Economy Recovery Team has also prepared an overview of ARRA (pdf) (updated June 11, 2009).

The Department of Local Affairs featured ARRA in its recent newsletter. (August 2009).


Municipal summary

CML Executive Director Sam Mamet has prepared some quick highlights of the economic stimulus package from a Colorado municipal perspective.

Department of Justice

COPS Hiring Recovery Program

Guidance has been released for the Department of Justice’s COPS Hiring Recovery Program (CHRP), which received $1 billion in the recovery act (HR 1).

CHRP is a competitive grant program that provides funding directly to law enforcement agencies having primary law enforcement authority—offering funding for newly hired officers, including providing funding for new officers to fill existing officer vacancies that are no longer funded as a result of state, local or tribal budget cuts. The funds will NOT be provided to start-up agencies, to fund a consortium of agencies, or for contracting law enforcement services.

Energy Efficiency and Conservation Block Grant Program

The Rocky Mountain Climate Organization has prepared a Colorado Climate Network update on the Energy Efficiency and Conservation Block Grant Program that was funded by the recently enacted federal recovery legislation.

Troubled Assets Relief Program

U.S. Sen. Michael Bennet joined nine othermembers of the Senate Banking Committee, including Chairman Chris Dodd, in urging Treasury Secretary Timothy Geithner to use his authority under the Troubled Assets Relief Program to promote the marketability and ensure the sustainability of the state and municipal bonds market. Wastewater and drinking water funds
